Local adoption usually begins with an initial screening, which then moves onto a workshop. From there you file an application and are assessed, and move on to allocation and placement. The final stage is the post adoption order.

Adopting internationally is longer process because you need to be assessed by your state department and the country that you are adopting from. The adoption is usually finalised in the country that the child is from, however, with some countries it is not final until the Australian court has made an adoption order.
